University Fake Degree Scandal: Analyzing the High Costs of "Guaranteed Admission" for Chinese Students in Hong Kong

"Studying for a master's in Hong Kong is like buying a degree; although it's questionable, it’s useful," and "Students from lower-ranked universities in mainland China are making a comeback with these degrees" — numerous posts on the Chinese social media platform Xiaohongshu promote the idea of "washing degrees" by studying in Hong Kong, many of which are advertisements from study abroad agencies.

In May, a scandal involving fake degrees erupted at a Hong Kong university, with reports indicating that there could be as many as a hundred cases. Subsequently, local institutions began strict investigations into academic credentials.

However, BBC Chinese reporters, posing as undercover agents, contacted several study abroad agencies in mainland China and found that many still claimed they could guarantee admission to master's programs for a fee in the six-figure RMB range. Reporters interviewed several online agents and administrative staff from various universities in Hong Kong to understand which parts of the admission process had loopholes that allowed fraudsters to exploit the system.

This incident also reflects structural social and economic issues, such as the challenges faced by Chinese youth in education and employment, and how the relationship between schools and students has changed under the pressure of "educational commercialization" and income performance.

Some GRE Cheating Cases in Hong Kong 🇭🇰

Taking the GRE in Hong Kong

Hong Kong is a major international financial centre, and the GRE turns up here for the same reason it does everywhere else: it stands between a candidate and graduate school admission, mostly in the United States and Canada.

How the GRE is run in Hong Kong

The GRE is just under two hours of Verbal Reasoning, Quantitative Reasoning and Analytical Writing, and the version we handle is GRE General Test at home, watched by ETS-contracted human proctors over ProctorU. Because it runs on your own machine rather than in a hall, where you are sitting matters only for scheduling.

Registration still needs a government photo ID whose name matches the registration exactly, so the details on your booking have to match the documents you hold.

GRE cases we have published

7 cases from Hong Kong are published here, each with its score report attached. The strongest of them came from a client who scored 335 and told us afterwards: “Please thank the test taker for me, he was helpful”. Around 330 is the usual result.

The 6 below are worth reading rather than skimming: people who wanted to know why they should trust us before paying.

One client put it this way: “Quality and expertise come at a price. This service was an investment worth making”

What GRE score to aim for

The GRE is scored from 260 to 340. Most of our Hong Kong clients are applying to institutions like the University of Hong Kong, HKUST and the Chinese University of Hong Kong for business school and graduate admissions, where anything at or above 325 is competitive, and that is the range we work to.

Our published cases show that range is reachable: read the client who scored 335.
